Clinical Standards & Data Architecture
Independent advisory for healthcare organisations navigating clinical terminology adoption, health data architecture, and digital transformation strategy, grounded in NHS-grade standards expertise and built for Southeast Asia.
Synesis Digital Health is a specialist advisory practice founded by Dr. Elias, a health informatics leader with deep expertise in clinical terminology systems, health data architecture, and digital transformation strategy.
As Director for Technology and Information Standards at NHS England, Dr. Elias has led the stewardship of the standards infrastructure underpinning one of the world's most data-intensive health systems, including SNOMED CT, ICD-10, ICD-10/11, OPCS-4, dictionary of medicines and devices (dm+d), Organisation Data Service (ODS), GS1, and Casemix-based Healthcare Resource Groups (HRG). Alongside this, Dr. Elias has contributed to international standards development through engagement with SNOMED International as a General Assembly member, and is also leading a WHO Family of International Classifications Collaborating Centre. That depth of involvement in how clinical standards are made, governed, and adopted translates directly into practical advisory for healthcare organisations building their data capabilities for the first time, or rebuilding them at scale.
Our advisory is narrow by design. We work only in areas where we have genuine depth -- not generalist consulting applied to health.
Strategy and implementation advisory for SNOMED CT, ICD-10/11, OPCS-4, and related clinical coding systems. We help organisations understand what adoption actually requires -- technically, governance-wise, and operationally -- and align that with international frameworks including WHO and HL7.
Design and advisory for hospital and health system data architecture -- from canonical data models and OMOP/FHIR alignment to master data management, integration patterns, and analytics-ready infrastructure. Delivered for complex multi-site healthcare organisations.
Strategic advisory for health ministries, hospital groups, and research institutions on digital transformation roadmaps, international standards alignment, and data capability development. Particularly focused on building indigenous expertise rather than dependency on external delivery.
Our advisory spans national health systems and private healthcare groups across the UK and Southeast Asia, with active engagements and established networks in the following markets.
National standards stewardship across SNOMED CT, ICD-10, OPCS-4, dm+d, ODS, and HRGs through NHS England. One of the world's most data-intensive health systems.
ActiveMultiple engagements over several years, including three British Embassy digital health programme events and an active health data architecture advisory for a leading national private hospital group. Focus areas: clinical terminology adoption, FHIR/OMOP alignment, and analytics infrastructure, as Vietnam advances its national digital health agenda.
Active EngagementSustained engagement over several years through British Embassy digital health programme events, academic partnership with Ateneo de Manila on clinical terminology sustainability and digital health capacity building, and local government health system advisory in Pasig City. An established network across public and private health sectors.
Established NetworkEmerging advisory presence across SEA health ministries and private hospital groups navigating ICD-11 transition, SNOMED CT adoption, and donor-aligned digital health programmes.
ExpandingWe are not a delivery house. Our role is to help your organisation make better decisions, faster, and build the internal capability to sustain them.
International standards are tools, not ends in themselves. We help you understand what SNOMED CT, ICD-11, or FHIR adoption actually requires in your context -- technically and organisationally -- without vendor-driven or ideologically-driven positions.
Technology decisions made without architectural clarity create debt that compounds. We establish the governance, data models, and integration principles that make technology choices tractable -- and survivable when systems change.
Our engagements are structured around defined advisory outputs and decision-support milestones. We resist scope creep, protect your delivery teams from unnecessary dependency, and maintain clear boundaries between advisory and delivery accountability.
The goal is for your organisation not to need us. We design advisory engagements to transfer knowledge, build internal expertise, and leave behind frameworks your teams can apply independently. That is what sustainable digital transformation looks like.
We work with a small number of clients at any one time. If you are a hospital group, health ministry, or international body working on clinical standards, data architecture, or digital health strategy in Southeast Asia, we would like to hear from you.
